Shred the Check Stubs or Just Toss Them, That is the Question

A local business tossed check stubs into a dumpster behind a local Palm Beach County, FL area gas station.  The check stubs were eventually found blowing in the wind in the area. The report claims that the names and Social Security Numbers of more than 200 of the firm’s workers have been compromised as a result.
It is the law in Florida, that data breaches must cause the offending company to notify any person whose data was stolen.  This could end up being a three pronged problem for this business that could all have been solved by a normal paper shredding program.  The three problems being the penalty for lack of protection of confidential information required by FACTA, the lack of notice and the corresponding bad publicity of the notice. 
Reportedly, the State Attorney General's Office is looking into this incident.
